The Opportunity
We’re looking for a Manager to lead and grow our Cost Reimbursement Review practice. This role includes:Overseeing large, complex infrastructure cost reviews
Evaluating developer-submitted costs and determining reimbursement eligibility
Leading client engagements with agencies, developers, and stakeholders
Managing and mentoring a team
Helping expand and shape a growing service line
This is not a design role. This is not a back-office role.
This is a role for someone who wants to apply their engineering background in a strategic, analytical way and influence real financial decisions.
What You’ll Be DoingLead multiple large-scale cost reimbursement and infrastructure finance projects
Review and evaluate construction costs, change orders, and supporting documentation
Make and defend recommendations on cost eligibility and reimbursement
Serve as the primary client contact and trusted advisor
Present findings to agencies, boards, and stakeholders
Manage, mentor, and develop staff
Oversee QA/QC and ensure high-quality deliverables
Support business development and client growth
Help build and scale this practice area
Assist with other public finance projects serving as the Assessment Engineer
What We’re Looking For15+ years of experience
Bachelor’s in Civil Engineering or related field
PE preferred
Project management and 5+ years of team management experience
Detail oriented
Enjoy working on multiple projects with tight deadlines
Relevant experience may include:Public works / infrastructure project management
Construction management or PM/CM
Project controls / cost management
Land development (infrastructure-focused)
Cost reimbursement or construction cost analysis
Assessment District Formation, CFD Formation, Water and Sewer Rate Development.

California preferred, open to remote candidates
Occasional travel within CA/NV as needed
Compensation & BenefitsThe annual salary for this position is $160-190K. This will be dependent on the experience and expertise of the incoming candidate.
