Overview
This remote role sits at the center of the PMO fiscal operations, responsible for end-to-end financial reporting, spend plan development and execution, procurement validation, and budget forecasting across a dynamic federal program environment. Beyond core financial duties, this position involves active participation in user testing for a customer portfolio management tool and requires exceptional writing skills and meticulous attention to detail. The ideal candidate brings deep familiarity with federal financial management systems, a structured approach to data accuracy, and the ability to serve as a trusted fiscal resource for program leadership.
Specific responsibilities include but are not limited to:Develop and execute annual spend plans; perform monthly financial analyses covering budget forecasting, procurement status, and reconciliation across the accounting system, PRISM, and internal cuff records
Lead end-to-end development and delivery of the Monthly Financial Snapshot Report Package, including FMS data pulls, financial execution graphs, program spending workbooks, and quality review
Serve as fiscal authority for new projects: review, approve, and maintain synchronization between requests and the program Spend Plan throughout the fiscal year
Review and approve Procurement Requests (PRs) in PRISM; track commitments and obligations in FMS; monitor the financial pipeline for funding gaps and ensure compliance with federal financial regulations
Participate in user testing for the portfolio management application, including developing test cases, identifying defects, and providing feedback to support agile delivery cycles
Draft, edit, and review financial and program documents; translate complex concepts into clear communications; guide materials through formal vetting and approval workflows for JPO leadership and stakeholders
Required Skills and QualificationsMinimum 5 years of federal financial management experience, with demonstrated expertise in budget execution, reconciliation, and reporting
Proficiency with the Financial Management System (FMS) and PRISM, or equivalent federal financial management and procurement platforms
Strong working knowledge of the federal budget lifecycle, including commitments, obligations, and expenditures
Advanced proficiency in Microsoft Excel, including multi-tab workbook management and financial data modeling
Experience developing annual spend plans, conducting budget forecasting, and reconciling financial records across multiple systems of record in a federal program environment
Exceptional writing skills with the ability to communicate complex financial and program concepts clearly and concisely
Ability to obtain and maintain a Public Trust clearance
Education/ CertificationsMaster’s degree in a Financial Management, MBA or equivalent is required
